Ideally, this is how it works, but it is clearly bugged. You can get blood runes and bolt rack rolls on any potential. Also, on Zaros you are forced to kill all 6 barrows brothers before looting the chest, so it doesn't matter anyway.

Nice to see a bunch of little things like tool leprechaun getting fixed, even with the big updates rolling out.  Keep up the great work!
