Im not 100% sure on this, but think that you need a rune defender. I would suggest trying it by buying a rune defender for 5 vote tokens and going to the d def cyclops

Agreed, I simply don't like the idea of being able to "gamble" for the pet. If the marks feeling useless is a issue for people Im open to give them a purpose, I just don't want the purpose being a chance to get the pet. As I said I'm fine with reducing the droprate, just dont wna change how u get the pet.

I disagree with this, pets are rng and agility pet is probably one of the rarest in game. I want to keep it that way, I'd also choose to increase the droprate rather than implementing a system like this.

It's a master tier reward, I think it's fine being there since it doesn't block anyones comp cape.

Instance tokens can be used if the boss room is occupied. The tokens are popular to use on gwd bosses since they remove the lc requirement to kill them. As mentioned above it offers you to have faster respawns etc resulting in more kills/hr.

I completely misread what you wrote, for paying a fee I'm more open to it. Paying a % of the donation you want to transfer, with 100$ total donated minimum would make more sense. I do feel like the % should be pretty high tho in order to not kill cashflow to the server

While I do want to transfer ranks over at times I don't think it should be allowed. This would pretty much allow you to die on a HC just to make a new one and transfer the rank (even if it's without tokens). It is sad to see accounts with possibly huge donation amounts go unused but this would also ultimately give the server less income. I do agree with the fact that you should be allowed to request a transfer in case you donated to the wrong account/somehow redeeemed a scroll by accident or for some reason selecting the wrong game mode (this would require you to have little to no progress on your account before requesting it). If you have tokens left over I'd suggest buying stuff like mboxes and either opening them or selling them and use that money towards scrolls. It sucks having spent possibly thousands of dollars on a account that you dont use anymore but I think it would be in the best interest for the server to not allow transfers. That's my take on it at least, hope it makes some kind of sense.

I don't agree with this. It ultimately makes it "harder" to obtain than normal osrs. I support the implementation of 6 jads with req of 1 inferno kc for challenges 3-6, but I think you should get the morph on comopletion.
